In my testing with EF 100-400 II lens and a bunch of different teleconverters, including the Mark III Canon ones, there was no improvement with any of them over using the lens by itself and resizing. That was using a Canon 5DS. The pixel pitch on the R7 is smaller than with the 5DS, so I would expect no improvement on the R7 either.
Can confirm it works perfectly and autofocuses at f/8 on the EF IS non-L 70-300mm. I don't think its a great teleconverter, if you have the compatible L lenses, you can use the Canon ones - which are higher quality glass. Canon recently introduced two new extenders, the EF 1.4x III extender, and the EF 2x III extender. These new extenders were redesigned, and optimized to work very well with the new range of Canon telephoto lenses. I did use the new 2x III extender on the new 300, and found that it did work well.

Canon 400mm 2.8L II w/ 2x III extender on 1DX. Aug 19, 2014. Just some samples in case someone else is looking for them (as I was before I made the purchase) since I realize the price point makes this an understandably rarer lens combination to find images of. I just got the 2x extender yesterday and took some pictures around the yard.
An f/2.8 lens can take a 2x TC and still be only an f/5.6 aperture, so it will still AF on any Canon body. These are certainly more expensive than the $1800 100-400 L, but older used ones can often be found on eBay and Craigs List for around $3000 to $3500 (original non-IS versions), and starting around $3500 to as much as $6000 (IS versions).
I am using the double extender on the Canon 500mm L 2 lens and the image quality is slightly worse than with the 1.4 times extender. I shoot with 7D Mark II and 5D Mark III. I tried the 80D. From the point of image quality, the 5D Mark III and the 80D are noticeably better than the 7D Mark II.
